Add `[miniflare.vars]` to `wrangler.toml`

I would love to be able to add environment variables for local development in the same place as those for production (in wrangler.toml), instead of .env special-casing.

Hey! 👋 Great suggestion! Something similar was mentioned a while back in the Cloudflare Workers Discord server but for a different key. It might be useful if any option could be defined under [miniflare], kinda like an implicit auto-loaded environment just for local development.

Hey! 👋 I'm going to close this issue as Miniflare 3 no longer reads from wrangler.toml files. It's unlikely we'll have time to fix this in Miniflare 2. Our development effort is primarily focused on version 3.
