tls 1.3 support for scan

what is missing to have this feature?

This may have been blocked in the past due to the missing TLS 1.3 support in Go, but now that it has been added in Go 1.12 I don't see a reason we can't add this.

Hello @lgarofalo, is anyone working on this (perhaps internally)? I'd like to start investigating this feature, just to avoid parallel work :)
