Add binary content mode for NATS and JetStream protocols

Hi, back in May I added the binary content mode to the CloudEvents spec for NATS. Both the nats and nats_jetstream bindings can be updated to support the binary mode (NATS server has supported message headers since May 2020).

I am happy to contribute these updates, but wanted to confirm there is support for this addition?

I don't see any reason for why there would be not support :) Do you ask for review or what kind of specific support?
