Azure free tier info update

Great resource, @karentamrazyan and @cloudcommunity!

I just noticed some info that updates the Azure info in the Cloud-Service-Providers-Free-Tier-Overview repo here

Azure now has a 12-month free tier competitive with AWS 12 month free tier

I just stoped my services on azure, my first month ended Sep - 15, it didn't cost anything, and now only 5 days later my cost is 3.03 dollars for 1 vm: 1vcpu, 1GB ram. I think it is not free after all

mustve not used the free services, and i was jever charged but this id why i also left azure i was afraid of using the wrong type of services.
