¡Refresh the build and scan status more frequently!

• [ ] The page should be in auto-refresh status when it loads, without requiring the user to take action.
• [ ] The auto/refresh control should be removed as no longer necessary
• [ ] The entire list shouldn't need to be redrawn when refreshing
• [ ] Provisionally: the relative timestamps should update (every second?) — at least for timestamps recent enough to be quickly stale.
  • [ ] To avoid visual distraction, it would be better if these updates occurred all at once, with all of them ticking ahead at the same instant (rather than each doing so on their own timeout)
• [ ] Potential alternative: the timestamps could be made more approximate (e.g. "less than five minutes ago") or absolute.
