Research spike how to test build-tasks/builds at scale (and continue monitoring/benchmarking/load testing)

To support build tasks and site builds at scale while improving visibility to monitor, benchmark and load test, do a research spike to outline a plan for implementing testing these at scale.

Acceptance Criteria

• [ ] Investigate bullmq and cf api capabilities to inform the plan
• [ ] Document a test and implementation plan
• [ ] Prototype an implementation
