Add configuration of new relic to create-instance.sh

As a pages operator, I want New Relic configuration to be included in environment creation.

Background (Optional)

Staging deployment was missing New Relic environment variables

Acceptance Criteria

• [ ] create-instance.sh sets New Relic credentials
• [ ] Change made live via deploy federalist app.
