User Story

A user should be able to visit a Federalist status page so user can know the health of the Federalist app.

• [ ] the status page link appears on the federalistapp
• [x] the status page link appears on federalist.18f.gov
• [ ] Change made live via <TODO>.

I think we need to make sure we update our internal processes or setup enough auto-monitoring to ensure the status page remains up to date.
