Add resources to *Your websites* page when no sites exist

User Story

As a user, when I'm looking at the list of my websites in Federalist, I want information about how to get started and how to use Federalist so that I can learn how to start using Federalist.

Background (Optional)

During @adborden and Victor's cognitive walk-through, they identified a need to add more contextual information to the No sites yet view of the Your websites page in Federalist. They suggest adding:

  • An embed or thumb-nailed link of Will’s “Getting Started with Federalist” YouTube video
  • A link to quick start documentation (if available)
  • A link to documentation
  • Some sort of copy that encourages the user to add a site: “You’ve successfully logged in to Federalist. To get started with your first site, click the ‘Add site’ button on the top right.”

Acceptance Criteria

  • [ ] Getting started information is visible on Your website when a user has not yet created any sites.
  • [ ] A link to documentation is visible on Your website when a user has not yet created any sites.
