Develop and expand on Federalist case studies

New case studies page to replace the current example sites page.

Page content is populated and published.

@wslack are these the right projects to highlight?

I think 5 is a good number, but we discussed adding one or two more might be okay. Any others to add to the list? (Tempted to add 18f to say “yes, we eat our own food”.)

I think this is a good list. cio.gov, 18f.gsa.gov, and fedramp.gov are other possibilities.

Do we know roughly how many projects we'll want to include in the thumbnail section at the bottom of the page?

If this little content box is a go, we need to develop a content strategy for it! ;)

Concept is to offer a very short snippet of client-related newsy info, in a narrative format.

May be better tracked in its own issue.

I would like the section at bottom to be flexible - 9, 12, 15 all could be posted.

As for content box, I am :shrug: pending more research, but agreed would be a separate issue.

Played with various thumbnail counts for the bottom, and made an overly complicated graphic to illustrate the different options. Assuming text length is similar to the mockup below, i recommend we keep the count between 8 and 14, but avoid 10 and 13, since they result in a "widow" …

Making note here that I suggested to @jamiealbrecht and @wslack this morning (and got concurrence) that we should hold off on this until we have the 2-page case study documents completed. Once we've got that content, we can pull out the most salient and impactful pieces of copy and incorporate them here. I added #1756 and #1701 as blocking dependencies here. We'll have additional blockers to this once we've created the additional issues for the other case studies we want to flush out.

@wslack just seeing your comment — is there another issue for the new design that you're referencing? I'm not entirely clear on what can be deployed right now by me from a content perspective.

The design has space for other data fields that we don't fill in right now (original template, owning agency, etc etc)

Summarization copy (#2 in the list above) and list of agencies using federalist (#6 above) are where we can put attention to now while we wait for the long-form case studies to be finished (which we can then pull from for each case study's abbreviated description).

I recommend we close this issue in favor of https://github.com/18F/federalist/issues/1885, where all example sites implementation is now outlined and informed by our card sort study and newest information architecture.
