Add support for Google data to be consumed and displayed in CCF tool

Context: As a user of Google Cloud, I may have access to Google provided carbon footprint data on my use. As a user of CCF and Google Cloud, I would like to see that data appear in the CCF tool so I can use the various breakdowns and equivalencies, as well as compare to other cloud provider emissions data.

A/C's:

• [ ] Given I am setting up CCF, I have a configuration option to seed CCF with data from Google's cloud carbon estimates
• [ ] Given I am viewing CCF with Google provided carbon data, I can still configure the recommendations dashboard to show optimization options
• [ ] Given I am viewing CCF with Google provided carbon data, CCF energy and estimations methodology are bypassed
• [ ] Given I have configured CCF to use Google's cloud carbon estimates, I do not see information on energy or cost
• [ ] Given I am on the Docs page, I see documentation on this option
