cross cluster network benchmark tests

Describe the solution you'd like

The Operator should be able to perform cross cluster network throughput tests.

Additional context In network service scenarios, the topology would be build out of many regional clusters.

please check our cloud-bulldozer/k8s-netperf as we are not doing much with the benchmark-operator these days.
