Proposal: Database Namespaces

Currently database names need to be unique across all users of a cluster. This is not ideal and is already leading users to add namespacing as part of the database name (e.g. pogly-) which is not a great solution.

This ticket is to track the writing of a proposal that will allow users to publish the same database name under distinct namespaces.
