Description of Changes

Upgrade version to 0.9.1.

This is based on an old version of master. This is so that it can be cherrypicked neatly into the release branch (which is based on the same old version of master).

API and ABI breaking changes

No.

I believe this may need to be rebased against master or whatever base branch is being used. It appears those conflicts are related to version number changes, so this branch must have diverged with the base branch from a quick glance.
