Idea is to pre-populate with Terms and Privacy Policy agreement text and then allow wp-admin user to edit to their heart's content. It should be the full WP Content Editor...

However, none of the strings are [I18n](https://codex.wordpress.org/I18n_for_WordPress_Developers). They need to be changed to be translatable.
