Upgrade to `actions/attest-build-provenance@v3`

Our @cli/package-security friends recently cut the v3 release of actions/attest-build-provenance. The cli/gh-extension-precompile is still on a much older @v1 release.

This issue is to see about upgrading this action and dealing with any potential breaking changes.
