bootstrap-datepicker-noconflict.js not found (404) on CDN

bootstrap-datepicker-noconflict.js doesn't exist in the original library, so it is not present in the CDN distribution of it either.

I'm not sure if it's even required still or if there is a plan to consolidate noconflict logic, but as it sits, it's throwing a 404. The short term fix is probably adjusting packages.php to always load noconflict from a local source even if booster is set to use CDN. Guessing this proposal would work for any other packages with the same issue (I'm making the assumption that it's not just datepicker)...
