chore(repo): Test task cache, instance cleanup

Description

Disable caching for all integration test tasks, as the inputs are not accurately specified to re-run on package changes. We can add additional inputs for each task as needed, but ensuring tests run consistently is more critical.

Also fixes an issue with the integration test cleanup script where not all instances were being cleaned up.
