[Idea] Notify users about new Cleodora versions

For example display a popup in the frontend "You are using version X but version Y is available. Please update.". It should be possible to permanently dismiss the popup e.g. for the current version or for all future versions. In order to store the preferences about when to display the popup #584 is needed.

#160 is part of this.
