Add a generic image that is "latest"

It would be great to have a linuxmintd/mint image on docker hub that's always "latest". A few weeks ago that would've been mint19.3 and now it's mint20 but I'd just like to always be able to run my CI against a docker image that I know will represent the "latest" Mint.
