Added second level headers to man page docs.
This improves integration with automated document publishing systems like Sphinx. Plan is to incorporate all man pages into Clear Linux Documentation site.

This effectively reverts a large part of https://github.com/clearlinux/tallow/commit/03f4d64ff66a61f5bc9063b8932173c7441fb1ab
The reason I'm inclined to not want this is because we converted from ronn to pandoc recently and in order for indenting to work properly with pandoc, we had to remove 1 indent.
This change therefore breaks pandoc rendering and indents.
I'm not sure what a good solution would be. Either we need to massage pandoc or sphinx. But this change is not desired until we figure that out first.
What it is the output target of pandoc? I'd be happy to take a look.
