Enable -Dlayers=anti-lag in Mesa build for RADV Vulkan support

Hello Clear Linux team,

I'm a user of Clear Linux on an AMD Radeon system (7900 XTX). I noticed that the Mesa Vulkan driver (RADV) does not currently include support for the VK_LAYER_ANTI_LAG Vulkan layer.

This feature, enabled via -Dlayers=anti-lag in Mesa's Meson build system, adds support for AMD's low-latency frame pacing — a valuable feature for gamers and latency-sensitive applications.

Would it be possible to include this option in the official Mesa build for Clear Linux?
