Mesa: Add D3D12 Gallium driver for use on Windows
This driver has been available since Mesa 21.0. Clear Linux has a version above this and has set auto for the Gallium drivers. However, per this comment: https://gitlab.freedesktop.org/mesa/mesa/-/issues/3774#note_690117, D3D12 isn't included. So explicitly include it for VM and container images.

@fenrus75 I just noticed the d3d12 option was removed from Mesa spec. I couldn't find anything obvious for it getting added to the "auto" option so is there a reason it was dropped? I'd like it to get fully returned if possible.
I see it hasn't been re-added yet. Please add this back or explain why it was removed
