Add support to local pundles
Today, it can be done on Distro-Factory side by handling the bundles repository to fit mixer needs. But the most correct approach is for mixer to support the same layout used by mainline (upstream) Clear Linux so we don't have to move files for nothing.
Not sure if this is relevant anymore with clr-bundles moving away from pundles and instead relying mostly on full-bundle definitions that are automatically generated.
Clear itself may be moving away from it, but is it still supported by mixer?

@rchiossi do you know that?
Conceptually pundles were a good idea but needed to be done slightly differently to really be useful.
To be honest I didn't even know those still existed. We haven't changed anything in the code related to pundles, so they should still be supported.
