[Suggestion] Dockerized builds on docker hub

as it says on the tin. don't really wanna mess around with all the python deps which seem to be a mess between py 2 and 3 on macos

This is a good idea. I'm not a docker guru so this will take a bit of a while and it will probably not be optimal. I have to add this in the circleci process.
