If you'd like to report a kernel bug, a git bisect would help, but even a coarse "version 5.x works, 5.x+1 fails" would be enough to start the report.

That appears to be a Renoir, whose pci id was added in 1.4. Please use a newer version.
Please try latest git, there was a contribution that changed the -b logic recently.
This one is ok. Please try to see where it fails - add a printf after the drmOpen call, printing the busid string and what drmOpen returned.
Oh, also, does it only fail when starting without -b, or in both cases?
Maybe someone on an Ubuntu IRC channel can walk you through the steps? I'm afraid I can't.
APUs cannot change the memory clock, but the kernel should have reported you have an APU and so radeontop shouldn't show that field at all. So I believe it's one...
Then I don't know.
The lists aren't manually made, they are imported, and the official lists no longer include the recent generations.
