fix create sample action

See https://github.com/clarin-eric/ParlaMint/tree/61c44e750993824a6d4826b24eaab6122f62c4a1/Samples/ParlaMint-IL folder. The folder structure needs to be preserved - so the structure will be similar to the distribution script.
