Support for finer grain table/table cell borders

Issue https://github.com/ckeditor/ckeditor5/issues/3287 added the ability to set borders for a table, a set of cells and a single individual cell. However, all borders (top, bottom, right, left) for all selected cells are set at the same time. There is no possibility to select only, for example the top border of a cell, or the external borders of the selected cells, like in Excel.

I have a use case where users edit rather large HTML tables that were imported from Excel. Keeping formatting such as table borders is important for them to distinguish subgroups of data within the tables, without going to the extreme of setting all four borders of all cells.
