Pressing backspace in code block scrolls the page to the start of the block instead of focusing on the caret

1. Create a long code block that's longer than a page's height
2. Scroll to the bottom of the code block
3. Press Backspace on a line until the line is cleared

✔️ Expected result

The page should scroll to where the caret is; if the caret is still visible, do not scroll.

❌ Actual result

The page scrolled to the start of the block.

This issue could have the same underlying issue as #14028
