Image toolbar flickering when scrolling if it extends beyond the view

- Open https://ckeditor.com/docs/ckeditor5/latest/features/images/images-overview.html or any other example where the image toolbar is so large that it goes beyond the editor.
- Place focus on the second image.
- Scroll down.
✔️ Expected result
The toolbar stays in place.
❌ Actual result
The toolbar is flickering and changing its position.
