Allow for list items to be displayed in the Document outline

📝 Provide a description of the new feature

When a user inserts a list into the editor, the individual list items could be displayed in the Document outline.

Currently, it's possible to achieve this when using Document lists and making the list items into headings but it could also be made possible to achieve that without the workaround.
