Right click paste not an option on the menu

To recreate this issue, the ck editor input field must be blank or have 1 line of text. Copy some text to the clipboard. You'll notice the cursor in the editor is at the top, in "line 1" position. Right click over the text input box, but below that line 1 position. You don't get a pop-up menu that allows you to paste what has been copied to the clipboard.
