Allow Blkaclisting URLs from config

As a datapusher user, who has it running on the cloud, I want to blacklist certain URLs, so that my instance is safe.

@zelima when running in the cloud, blacklisting can be done on the network elements and service rather than in the application itself. So personally I'm not sure this is a good feature.
