qld-gov-au team access to allow 2.10, 2.11 uplift from qld-gov-au fork

Hi,

We have a working 2.10 version of the QA plugin and it is also compatible with 2.11. https://github.com/ckan/ckanext-qa/compare/master...qld-gov-au:ckanext-qa:develop

I'd like to cherry pick parts to bring upstream as well as drop the legacy modules for more modern alternatives.

I finally have some time to get this to run on current CKAN versions, i'll first try to get #85 merged which has been inprogress for awhile. It probably has wildly different direction what you have done though.
