Assuming we can get agreement I think a permissive license is appropriate for this repository.

It's reasonable that ckan vendors might be interested in incorporating these tools into a proprietary solution for deploying sites, and the ckan project has less to gain from a copyleft license on a tool for running ckan than from changes to the ckan code itself.
