Fixed MR -> Feudal on forming Outremer

Creating Outremer causes MRs to become Feudal (or possibly other government changes) since the capital is moved to c_jerusalem, so republics are now excepted from the capital move (less extreme fix than blocking the decision entirely).

I wonder if there might be another way to do this that still moves the capital for other government types (sans tribal and nomadic, probably). Or would that be too much additional work?

I concur, it's probably better to check for not being a merchant republic.

Maybe convert the capital of c_jerusalem into whatever holding type the government requires or promote a valid holding to said capital? I'm thinking similar to what happens if someone "reclaims" c_roma (not at my comp at the moment so can't look. I believe it might be an e_roman_empire or e_byzantium decision)
