Silent failure running 0.2.4 on windows x64 with RTL-SDR

Log output contains only "Loaded 221 rig models via hamlib" and then immediately closes with no gui ever shown. This happens with or without the sdr plugged into the pc.

Edit: Sdr works correctly on HDSDR with manufacturer's plugin for RTLSDR
