GUI for Claiming Chunks

Have a simple player GUI to claim, unclaim, or give access to chunks. Suggested by BitGamer on the Discord server.

This would make big moves against competing claim plugins, from what I've seen no other claim plugins allow for this functionality 👍 !

I think ChunkOwn had this years ago. You could even enable TNT, PvP and all that stuff that got set in the config to default. Like allowing Lava on just one Chunk for your Cobblegenerator. Adding friends just to one Chunk. Maybe that would be an idea to add.
