Update v0.1.0

The planned features of this version necessitate a minor version increment. This also sets a higher standard for this release to be perhaps the most well tested, so this will take some time. As this is a pull request, I can still keep the 0.0.xx versions up-to-date and keep releasing bugfixes. Related issues are linked below.

Planned features:

• [ ] Claimed chunk map in chat
• [x] Rewrite entire command system to be good and easily expandable; also allow console commands
• [x] Allow players to configure protections in their chunks, and allow server admins to configure which flags players can enable/disable from the server defaults defined in the world config profile.
• [ ] Make API accessible safely asynchronously

Future features:

• [ ] ClaimChunk GUI, allowing access to most features allowed with the expanded command system; including for admins
