"On call" field on callins page?
It might be worth trying to add a synchronized "on call" field on the callins page, and make the contents of that visible somehow in general chat, or on pages where a callin is pending. That way folks know who to poke about cancelling a submission, etc., and maybe this would also ease coordination among "on call" folks when they trade-off responsibilities.
OTOH, the information in the on-call box is likely to get out of date. Maybe "on call" defaults to whoever handled the last call in. Maybe trying to track this information formally in the software is more trouble than it's worth.
Add a chat room to the callins page, and pull out the presence indicator?

As a follow-up, Frumious used a chat room on the callins page. Whoever was on-call said "I am on call" at the start of their shift and starred it, so anyone joining the room would see it at the top of the page. This seemed to work fine, and having a chat room there was nice for other reasons, including not having to switch rooms to enter bot commands.
