Desktop notification for private messages

Add a "private messages to X in any channel" publication (and associated index). Subscribe to it with an autorun. New messages attempt to notify on a pm stream, which can be enabled the same way as any of the oplog streams. Migrated from Torgen/codex-blackboard#33 Possibly not compatible with #249.

Just checked the mongodump. Codex Ogg used a total of 14 private messages the entire hunt last year, excluding bot commands and replies. Seems like this is a low priority.
