Selecting "enter" when filtering applications causes download pop-up to appear

Describe the bug As a program admin, I want to search for a specific program application ID. When I enter the number and hit "enter", the list successfully filters BUT it also displays the pop-up window to download the results.

I would not expect the pop-up to show.

To Reproduce Steps to reproduce the behavior:

1. Login a Program Admin
2. View applications
3. Search by name/email/phone/ID
4. Hit "enter"
5. See that the pop-up to download automatically appears

Expected behavior Pop-up would not automatically appear
