Allow line breaks in question options

Question options are currently set up as input elements, which do not allow line breaks. As a follow-up from https://github.com/civiform/civiform/issues/6648, we want to explore changing those input elements to textArea elements to allow for line breaks and blank space. We should make sure that adding line breaks/blank space still allows applicants to easily tell which text is connected to which option.
