Make creating questions that have many options simpler

Is your feature request related to a problem? Please describe. We have question types that have a list of options: dropbdown, checkbox. When creating such questions admin needs to input values one by one. That's cumbersome if list of options is big. For example if it's a list of counties (e.g. Arkansas has 75 counties).

Describe the solution you'd like Provide an option to import a list of options. For example a text field where admin inserts options separated by new-line. Additionally for extra points we can it make it simpler for applicants to answer such question. By providing a way to either select from a dropdown or allow them to type values and auto-suggest correct values.

Relates to the applicant side: auto complete of options (e.g typing in a county vs scrolling select from a huge list)
