CiviForm Admin UX: Change button from "edit name and description" to a three dot menu

Is your feature request related to a problem? Please describe. The CiviForm admin is uncomfortable with clicking on the "edit name & description" button when creating a program because it doesn't look like a standard button

Describe the solution you'd like Change button from "edit name and description" to a three dot menu that then includes "edit" and "delete" as options when clicked. Also move the button to sit next to screen name
