Added description for HackTheVille & layout addition

Added a description for #hacktheville, and added a conditional to render markdown content in category_index layouts. This will allow content to be inserted prior to the post loop on each category index page.

Getting the following error thrown when I run this branch

That's fixed in the other PR, did this one after that fix.
