What the mean of the trafficLight in roadnet file

From the doc for cityflow introduction :https://cityflow.readthedocs.io/en/latest/roadnet.html,I saw the explain for the availableRoadLinks which is a attribute of trafficLight: SRP4WTBRYF~}_YEVS4OCX7O But I found maybe a problem in this demo: the value of availableRoadLinks is [0,2],but there just one roadLinks in this demo.I am confused about the index 2, is it out of the range?
