Verify block_row_count and and stripe_row_count options

Narendra Pradeep [email protected] Hi In alter options command, CStore doesn't validates whether stripe_row_count greater than block_row_count. This causes all other queries to fail other than alter commands. Its better to validate during alter command itself

We should verify that block_row_count is always less than stripe_row_count when either option is getting set.
