Make a notice that this repo is not for development

I have seen a lot of people asking if this repo is for development and open issue here. We need to tell them in an obvious way that "citra" is our development repo. Probably we can say this in the repo description or README, something like:

:warning: This repo is for build release only. For development, please go to our main repo: https://github.com/citra-emu/citra

This also applies to our nightly repo

why not just block the ability to open issues here, any issue related to bleeding edge can be opened in the main repo

@RavenHome1 it'd still be nice to log issues related to bleeding edge here, but i seriously am considering disabling it now. any thoughts on that @wwylele ?

I am fine if the issue tracker is disabled. But that's not all. There are also new developers wondering to which repo to open PR

@citra-emu/maintainers reminder that we need a solution for this. I just closed a shitload of issues about people complaining that their games don't work
