FXDK sdk will not open, error failed to create pipe "rgsc_gameipc"

Trying to launch the FXDK results in nothing happening. The following message appears in the debug.log for each time that I try to launch it

[0131/101600:WARNING:ipc_channel_win.cc(153)] failed to create pipe: 231
[0131/101600:WARNING:ipc_channel_win.cc(46)] Unable to create pipe named "rgsc_gameipc" in server mode.

I've tried rebooting, changing FiveM versions, no difference on the messages. (one person encountered this issue in discord in 2021, but no one posted a fix). Forums also has a single reference to this error in relation to running -cl2 with no responses. I can run -cl2 just fine (and often do for my dev workflow).
